Enacts the Interstate Physical Therapy Licensure Compact to allow physical therapists and physical therapist assistants to practice across member states through a "compact privilege" without separate licensure in each state.

Establishes the Physical Therapy Compact Commission as a joint agency of member states with authority to promulgate rules, maintain a licensure database, and oversee compliance with compact provisions.

Adds criminal background check requirements for new applicants for physical therapist, physical therapist assistant, occupational therapist, and occupational therapy assistant licenses, with exemptions for those already licensed as of July 1, 2024.

Permits remote states to enforce practice standards against licensees holding compact privileges and allows home states to take adverse actions based on remote state investigative information.

Takes effect July 1, 2024, allowing member states to participate in interstate licensing reciprocity while preserving individual state regulatory authority over practitioners operating within their borders.
