First class cities with populations under 400 persons based on the most recent decennial census may request reclassification as second class cities through the Local Boundary Commission.

The Local Boundary Commission must verify the population and notify the city council of eligibility within 10 days of receiving a reclassification request.

City councils have 30 days after notification to reject the reclassification; if rejected, the council cannot petition for reclassification for one year.

Reclassification becomes effective 60 days after the date of eligibility notification if the council does not reject it.

The act takes effect immediately upon passage.
