• Repeals Alaska's certificate of need (CON) program for health care facilities, eliminating the requirement for facilities to obtain state approval before major capital expenditures or service expansions.

• Repeals AS 18.07 sections establishing the CON program (sections 021, 031, 035, 041, 043, 045, 051, 061, 071, 081, 091, 101, 111) and makes conforming amendments to other statutes referencing the repealed provisions.

• Protects existing certificates of need issued before the effective date by prohibiting the Department of Health from revoking, enforcing, or modifying them after the repeal takes effect.

• Requires the Department of Health to adopt implementing regulations by July 1, 2025, with the deadline for regulations taking effect immediately.

• Takes effect July 1, 2028, except for the regulation adoption requirement which takes effect immediately upon enactment.
