Establishes the Alaska Sunset Commission in the executive branch consisting of nine gubernatorially-appointed members with financial and business expertise, confirmed by the legislature in joint session, with staggered five-year terms.

Commission reviews state entities on a rotating schedule starting in 2024, with all major departments scheduled for review within 12 years, and makes recommendations to continue, discontinue, restructure, or transfer the duties and programs of each entity.

Commission evaluates entities using 16 criteria including operational efficiency, public need, statutory compliance, employee conflicts of interest, federal funding impacts, and budget compared to constitutional duties.

Creates a violation punishable by a $5,000 fine for intentionally failing to provide or preventing others from providing full cooperation to the commission or its staff in assembling requested information.

Allows commission and its staff to attend all meetings and inspect all records of state entities, including privileged attorney-client communications and confidential documents, without waiving any privilege or confidentiality protections.
