SB92 - State Ownership of Submerged Land

• Clarifies and codifies Alaska's ownership of submerged land underlying navigable water within federal areas, including those that passed to the state upon statehood on January 3, 1959.

• Requires the Department of Natural Resources to maintain a comprehensive list and map of navigable waters in the state and conduct ongoing research to identify navigable waters within federal area boundaries.

• Establishes specific definitions for "navigable water," "submerged land," "mean high water," "ordinary high water mark," and "federal area" to guide determinations of state ownership.

• Requires the Commissioner of Natural Resources to report annually to the legislature by the first day of each regular session on newly identified navigable waters in federal areas and any modifications to previously identified waters.

• Creates a detailed codified list of over 1,000 specific navigable waters within federal areas (assigned SWFA identification numbers) across Alaska's national parks, forests, and wildlife areas where the state claims ownership of underlying submerged lands.
