Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles.

Applies to House Bill No. 104, which addresses salvage sales of timber, negotiated timber sales for local manufacture of wood products, and expedited timber sales.

Allows the legislature to proceed with consideration of HB 104 under Rule 54 without following standard title-change procedures.
