Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles.

Applies the rule suspension to House Bill No. 254, which addresses minors and Internet use and social media use by minors.

Allows HB 254 to proceed with modifications to its title that would normally be prohibited under standard legislative rules.
