Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles.

Applies to House Bill No. 126, which relates to the Board of Professional Counselors and licensing of associate counselors.

Allows HB 126 to proceed with title modifications that would otherwise be prohibited by standard legislative rules.
