Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature to allow changes to the title of House Bill No. 230.

Permits House Bill No. 230 to proceed with modifications concerning teacher certificates for retired teachers.

Repeals the limit on the number of years of out-of-state school experience that may be substituted for in-state experience in teacher salary scales.
