Recognizes the National Conference of State Legislatures (NCSL) on its 50th anniversary in 2025.

Notes that NCSL was founded in 1975 from the merger of three organizations serving state legislatures.

Identifies NCSL's three core objectives: advance state legislature effectiveness, independence, and integrity; foster interstate communication and cooperation; and ensure state legislatures have a strong voice in the federal system.

Acknowledges NCSL's role in facilitating idea exchange, providing research and information, and reviewing complex issues affecting communities and states.

Commends NCSL for its leadership and commitment to the legislative institution and strengthening bonds between state legislatures and the international community.
