Supports Congressional authorization and appropriation of adequate federal funding for states to assume the dredge and fill permitting program under Section 404 of the Clean Water Act.

Urges creation of a separate U.S. Environmental Protection Agency region for Alaska with sufficient resources, separate from EPA Region 10 currently based in Seattle, Washington.

States intention to assume jurisdiction over the Section 404 permitting program when federal funding becomes available.

Identifies state goals in assuming primacy as maintaining wetland protection, achieving consistency in program administration, and streamlining the permit process.

Directs copies of the resolution be sent to federal officials including President Biden, Vice President Harris, House Speaker McCarthy, EPA Administrator Regan, and Alaska's congressional delegation.
