Increases University of Alaska Board of Regents from 11 to 12 members by adding a faculty regent position, requiring the appointee to be a current full-time tenured faculty member from UAA, UAF, or UAS

Faculty regent is selected by the governor from a list of 6 nominees (2 from each campus faculty senate) and serves a 2-year term beginning June 1, compared to 8-year terms for other regents

Faculty regent automatically forfeits the position if they lose full-time tenured status, with the governor required to appoint a replacement within 60 days

Raises quorum requirement from 6 to 7 regents present to conduct board business

Contains a sunset provision: the faculty regent position and related provisions are repealed on February 1, 2032, returning the board to 11 members
