Creates an address confidentiality program within the Department of Administration to provide a substitute post office box mailing address for enrolled individuals, with their actual address kept confidential from public records

Eligible participants include victims of domestic violence, stalking, human trafficking, sex trafficking, or sexual assault (with a protective order or meeting department standards), guardians of minors with protective orders, peace officers, correctional officers, and household members of enrolled individuals

Registered sex offenders are prohibited from enrolling, and participants who become subject to sex offender registration requirements will be removed from the program

Enrollment lasts five years and must be renewed; no registration fee may be charged; state and municipal agencies must accept the substitute address as a valid mailing address

Unauthorized disclosure of confidential address information to a protective order respondent is a class B misdemeanor; effective date January 1, 2026
