Adds mental health as a required component of K-12 health education programs in Alaska public schools, alongside existing topics like alcohol/drug abuse education, CPR, and child abuse prevention

Requires the Board of Education and Early Development to create developmentally appropriate mental health instruction guidelines within two years, in consultation with the Department of Health, Department of Family and Community Services, regional tribal health organizations, and national/state mental health organizations

Mandates that parents receive notification at least two weeks before any mental health instruction is provided to their child

Requires the Board to submit a report to the legislature two years after the act's effective date, including the developed guidelines and description of the development process
