Establishes a program for leasing and selling state land (up to 10 acres) for recreational cabin sites to Alaska residents who are at least 18 years old and have not leased or purchased a recreational cabin site in the preceding 10 years

Creates two pathways to obtain sites: through an annually published schedule of land offerings or through a nomination process where applicants can propose available state land not on the schedule, with nominated sites required to be at least one-quarter mile from other recreational cabin sites

Allows leases for up to 10 years with lessee-paid surveys required within 5 years; lessees may purchase the land at fair market value (determined at time of entry) with lease payments applied to purchase price; installment payments extended from 20 to 30 years

Permits current or former personal use cabin permit holders (or immediate family members) to nominate and purchase their cabin sites, including sites on state parks, refuges, and other protected lands, with this provision expiring June 30, 2032

Exempts recreational cabin site leases and sales from written "best interest" findings normally required for state land disposals, and reserves all mineral rights (oil, gas, coal, etc.) to the state in any sale
