Creates the Council on Human and Sex Trafficking within the Department of Public Safety to coordinate victim services, education, public awareness, data collection, and demand reduction programs

Council consists of 17 members: 9 appointed by the governor (including local officials, victim advocates, Alaska Native organization representative, law enforcement, faith-based organizations, homeless services, labor leaders) plus 8 state agency commissioners or designees

Authorizes the council to receive and dispense state and federal funds, award grants to local community entities for trafficking intervention and prevention programs, and oversee grant recipients

Requires the council to develop standardized data collection systems, coordinate with multiple state departments, conduct public hearings, and submit annual reports to the governor with legislative recommendations

Takes effect July 1, 2026, with a sunset date of June 30, 2029; council members receive no salary but are entitled to transportation expenses and per diem
