Restructures the 7-member Board of Fisheries to require specific representation: 2 members from commercial fishing, 2 from sport fishing, 2 from subsistence fishing, and 1 from the scientific community with fisheries management experience

Expands the definition of "subsistence fishing" by removing the requirement that a person be "domiciled in a rural area" to qualify, now allowing any Alaska resident to engage in subsistence fishing

Similarly broadens "subsistence uses" to apply to any state resident rather than only those domiciled in rural areas, for noncommercial customary and traditional uses of wild resources

Current Board of Fisheries members may continue serving until their terms expire, with new appointments following the restructured composition requirements
