Authorizes the Department of Natural Resources to grant easements or rights-of-way within Chugach State Park to municipalities for road repair, maintenance, and construction

Requires municipalities receiving easements to bear all associated costs and assume maintenance duties for the duration of the grant (temporary or perpetual)

Mandates public notice and at least one hearing before any easement is granted, with the commissioner required to find the easement improves public access and serves the public interest

Clarifies that the Department of Transportation and Public Facilities retains responsibility for repairing and maintaining existing public roads within the park, except where municipalities take over under a granted easement
