State agencies must pay contractors within 30 calendar days after receiving a compliant payment request for satisfactory contract performance

Late payments accrue interest at the rate set in AS 45.45.010(a), starting from the 31st calendar day after the payment request is received

Agencies withholding payment for unsatisfactory performance must notify the contractor in writing within 8 working days, specifying reasons and required remedial actions

The 30-day payment deadline and interest provisions also apply to grants and reimbursement agreements with nonprofit organizations, municipalities, and Alaska Native organizations

Technology upgrades needed by the Department of Health to implement the bill will be funded through the federal Rural Health Transformation Program (P.L. 119-21), with an effective date of July 1, 2027
