Property owners with land subject to Alaska Railroad Corporation easements cannot be charged fees or required to obtain permits for using their property, as long as use does not unreasonably interfere with railroad operations

Railroad crossing construction within easements is an exception requiring property owners to obtain a permit from the corporation

Fees for railroad crossing permits must be revenue-neutral, limited to costs of issuing permits and developing/maintaining crossings

Amends AS 42.40.350(b) and (c) to add new exceptions to the corporation's authority to lease, grant easements, or authorize use of utility corridors and rail land
