Requires the child support enforcement agency to provide the Department of Revenue with a list of individuals in arrears on child support between January 1 and March 31 each year, identifying those believed eligible for a Permanent Fund Dividend (PFD)

Authorizes the Department of Revenue to automatically file PFD applications on behalf of individuals who owe child support arrears and haven't applied by March 31, with the dividend distributed directly to the individual owed child support

Deducts 7% from dividends distributed under this program for administrative costs, deposited into the general fund

Protects these automatically-filed dividends from claims by other state agencies (Department of Health, University of Alaska, etc.) and from levy, execution, garnishment, or other debt collection remedies

Counts PFD payments redirected to child support recipients as child support payments for purposes of criminal nonsupport statutes, applying to the 2026 dividend year and thereafter
