Imposes a $0.98 monthly surcharge on each wireless telephone number and wireline telephone access line to fund behavioral health crisis services, effective July 1, 2026

Establishes the behavioral health crisis services fund within the general fund, funded by the surcharge, donations, interest, and appropriations

Caps liability at 100 lines for customers with more than 100 local exchange access lines from a single telephone company

Telephone companies must remit collected surcharges within 60 days and may retain the greater of 1% or $150 per remittance for administrative costs

Fund appropriations to the Department of Health support the 988 crisis hotline operations, crisis services, workforce recruitment and training, public education, and culturally competent services for at-risk communities
