Repeals AS 47.08, which provides assistance programs for catastrophic illnesses and acute or chronic medical conditions in Alaska

Removes references to AS 47.08 from multiple related statutes, including provisions governing procurement agreements, subpoena authority, provider record access requirements, and medical assistance fraud definitions

Updates the definition of "medical assistance program" to include only AS 47.07 (Medicaid), eliminating the AS 47.08 catastrophic illness program from that designation

Includes transition provisions allowing the Commissioner of Health to continue investigations and audits related to AS 47.08 activities that occurred before the effective date
