Establishes a new Department of Agriculture as Alaska's 17th principal state department, with a commissioner of agriculture as its head

Transfers all agriculture-related functions, employees, records, equipment, and appropriations from the Department of Natural Resources to the new Department of Agriculture

Assigns the new department responsibility for administering state programs for agriculture, soil conservation, pest control, seed and plant regulation, industrial hemp oversight, and the plant materials center

Renames the Alaska Natural Resource Conservation and Development Board to the Alaska Soil and Water Conservation and Development Board, with the commissioner of agriculture serving ex officio

Effective date of July 1, 2025, with transition provisions ensuring continuity of existing contracts, licenses, regulations, and pending proceedings
