Creates a new local option (option 6) allowing municipalities to prohibit alcohol sales except by restaurant/eating place licensees, beverage dispensary licensees, or package store licensees operating on premises controlled by the municipality

Expands the statewide alcohol purchase database to track shipments to residents in areas that adopt the new local option 6, in addition to existing restricted areas

Requires package store shipping endorsement holders to comply with the same shipping restrictions and monthly limits (10.5 liters distilled spirits, 24 liters wine, or 12 gallons brewed beverages) for the new local option areas

Mandates that municipalities operating package stores under option 6 apply for appropriate licenses and operate subject to standard licensing conditions and fees

Takes effect January 1, 2026
