Creates a standardized temporary license system allowing professionals licensed in other U.S. states with substantially equivalent requirements to practice in Alaska for up to 180 days, with one possible 180-day extension

Establishes expedited 30-day license issuance for military servicemembers and their spouses who relocate to Alaska under military orders, provided they hold valid licenses from other states in good standing

Applicants for temporary licenses must have no disciplinary actions pending, no license-related misconduct in the prior 10 years, and must pay applicable fees; criminal background check requirements still apply

Repeals numerous profession-specific temporary permit statutes across multiple licensing boards (including nursing, veterinary, physical therapy, dentistry, barbering) and replaces them with the unified temporary license framework under AS 08.01.061

Military/spouse licensing provisions take effect immediately upon passage; remaining provisions take effect July 1, 2026
