Requires electric utilities with retail sales exceeding 5,000,000 kilowatt-hours annually to offer net metering service, crediting consumer-generators monthly for excess electricity at the standard retail rate

Limits eligible consumer-generators to renewable energy systems of 25 kilowatts or less, including solar, wind, biomass, hydroelectric, geothermal, and hydrokinetic sources

Credits for excess generation accumulate on an annual cycle ending March 31, after which unused credits expire

Establishes a net metering reimbursement fund administered by the Alaska Energy Authority to compensate utilities for revenue losses from net metering programs

Effective date of July 1, 2025, with existing consumer-generators allowed to choose between the new program or their original tariff terms
