Authorizes the Commissioner of Corrections to reduce prisoner housing costs by consolidating existing facilities or placing prisoners in out-of-state facilities

Requires prisoners with more than seven years remaining on their sentence who are placed out-of-state to be housed separately from non-Alaska residents

Mandates the Department of Corrections to annually estimate cost savings from facility consolidation and out-of-state placements, reporting these estimates as part of required budget submissions under AS 37.07.050

Permits the legislature to appropriate an amount equal to the estimated annual cost savings for education purposes
