Adds notices required under AS 38 (public lands) and AS 46 (environmental conservation) to the categories that must be included on the Alaska Online Public Notice System

Corrects a statutory citation error, changing reference from 43 U.S.C. 1601 to 43 U.S.C. 1607 for village corporation notice requirements under the Alaska Native Claims Settlement Act
