Allows owners of boats and vehicles with certificates of title to designate up to two beneficiaries who automatically receive ownership upon the owner's death, bypassing probate

Owners may revoke or change beneficiaries at any time during their lifetime without notice to or consent from the designated beneficiary

Designated beneficiaries must survive the owner by 120 hours to receive the title and take ownership subject to existing liens, encumbrances, and creditor claims

The owner's estate may enforce claims against transferred boats or vehicles if the probate estate is insufficient to cover debts, administration costs, or statutory allowances to surviving spouses or children, with proceedings required within 12 months of death

Effective date of July 1, 2025, with the Department of Administration authorized to adopt regulations and establish forms and fees for implementation
