Changes membership requirements for the Legislative Council and Legislative Budget and Audit Committee to require at least one member from "the minority" instead of "each of the two major political parties"

Defines "minority" as a group of members who have organized, elected a minority leader, and constitute at least 25 percent of the total house membership

Legislative Council composition remains 14 members: president of the senate plus six appointed senators, and speaker of the house plus six appointed representatives

Legislative Budget and Audit Committee composition remains 10 members: finance committee chairs from both chambers, one member from each finance committee, and three members appointed by each presiding officer

Updates gendered language by replacing "chairman" with "chair" throughout the affected statutes
