Repeals ranked-choice voting for general elections and restores prior system where the candidate receiving the most votes wins outright

Eliminates the open "top-four" primary system and restores prior partisan primary elections where each political party nominates its own candidates separately

Requires political parties to submit notice by September 1 of the year before a primary election stating whether nonpartisan or undeclared voters may participate in their primary

Creates a special runoff election process for U.S. Senate and House vacancies when no candidate receives over 50% of votes in the initial special election

Allows candidates not affiliated with a political party to access the general election ballot through nominating petitions signed by at least 1% of voters who cast ballots in the preceding general election
