Establishes the Alaska Invasive Species Council as an advisory body within the Department of Fish and Game to coordinate invasive species management across state, federal, tribal, and local agencies

Council includes 5 voting members appointed by the governor to 3-year terms (representing University of Alaska, tribal entities, statewide invasive species organizations, marine invasive species groups, and conservation districts), plus nonvoting legislative and department commissioner representatives

Creates the Invasive Species Response Fund as a non-lapsing account in the general fund, with the Department of Fish and Game authorized to spend appropriated money without further legislative approval

Requires the council to submit a 5-year strategic plan to the legislature by January 15 of each odd-numbered year and an annual report on invasive species activity by January 15 each year

Council provisions sunset on July 1, 2035, with the act taking effect immediately upon passage
