Amends the renewable energy grant fund statute to explicitly state its purpose is providing affordable energy to all communities in Alaska

Requires the Alaska Energy Authority to provide technical assistance to communities with populations under 2,000 to help prepare and submit grant applications

Adds a new requirement for the authority to annually solicit and review grant applications for renewable energy projects

Authorizes the authority to make recommendations to the legislature for renewable power production reimbursement grants

Establishes governance rules for the advisory committee, including election of a chair for two-year terms with a prohibition on consecutive terms
