Removes the "at least two years duration" requirement for dental hygiene academic programs, requiring only completion of a Commission on Dental Accreditation-accredited program approved by the board

Establishes an executive administrator position for the Board of Dental Examiners as a partially exempt state employee with salary at Range 23, employed by the department in consultation with the board

Authorizes the Board of Dental Examiners to delegate authority to the executive administrator as necessary to conduct board business

Allows the board to impose civil fines up to $1,000 per day on estate administrators, executors, or receivers who retain dental office ownership interests beyond permitted timeframes and are not acting in good faith to transfer ownership to eligible persons
