Shifts publication methods from print to digital, requiring livestock brands/marks records to be posted online instead of sold in book form for up to $2, and requiring Permanent Fund financial statements to be posted on the corporation's website instead of published in newspapers in each judicial district

Changes the frequency of state agency publication audits from every even-numbered year to every 10 years, and requires the governor to submit publication reform bills on the same 10-year cycle

Removes requirement for the Postsecondary Education Commission to furnish higher education data to the governor, legislature, and other agencies upon request

Repeals approximately 50 statutory provisions across multiple state agencies related to outdated, duplicative, or excessive publication and reporting requirements
