Authorizes the Commission to prohibit candidates from using campaign contributions to pay civil penalties when a court determines the violation was intentional

Adds payment of campaign-related civil penalties as an explicitly permitted use of unused campaign contributions, unless prohibited due to intentional violations

Repeals AS 15.13.112(b)(6), a provision related to campaign contribution use
