Allows Alaska residents aged 16-17 to preregister to vote by declaring they will turn 18 within two years of preregistration

Requires the Division of Elections to send address confirmation notices by nonforwardable mail 90 days before a preregistered person turns 18

Preregistered individuals must return a postage-prepaid confirmation card within 45 days or risk not being registered to vote upon turning 18

Automatically registers preregistered individuals when they reach 18 years of age if they return the confirmation card

Makes addresses and telephone numbers of voters and preregistered voters under 18 confidential and exempt from public inspection
