Exempts prepaid legal plans from state insurance regulations under AS 21.03.021, defining them as arrangements where members prepay for specified legal services provided by contracted attorneys who receive fixed payments

Requires prepaid legal plan providers to give written disclosures before enrollment covering: covered services and exclusions, costs and payment terms, contact information for administrators and attorneys, a statement that the plan is not insurance, and complaint procedures

Prohibits misleading advertising that implies prepaid legal plans are insurance or guarantees outcomes beyond covered services

Mandates providers maintain records of member complaints for at least three years and make them available to the attorney general upon request

Adds violations of prepaid legal plan requirements to the list of unfair trade practices under AS 45.50.471(b)
