Local school boards of city or borough school districts would define key terms including "student transportation," "nutrition services," "food services," "preschool, pre-kindergarten, or other early education program," "career and technical education," "before-school program," "after-school program," and "student activity"

Amends the definition of "local contribution" to explicitly exclude appropriations and in-kind services for student transportation, nutrition/food services, early education programs, career and technical education, before/after-school programs, and student activities

Gives local school boards authority to determine what qualifies under these excluded categories when calculating their required local contribution to education funding

Takes effect immediately upon passage
