Autonomous vehicles registered in Alaska must meet federal motor vehicle standards and are prohibited from transporting interstate commerce, goods, or passengers unless for personal noncommercial use or with a human safety operator physically present who can monitor and intervene

Human safety operators are presumed liable for accidents involving autonomous vehicles unless clear and convincing evidence shows the vehicle's software, hardware, or modifications caused the accident

Liability for damages follows a priority order: first the human safety operator, then vehicle modifier, then software programmer, then manufacturer

Driver assistance features like collision avoidance, blind spot assistance, adaptive cruise control, lane keep assist, and automated emergency braking are explicitly excluded from the definition of "autonomous technology"
