Repeals and reenacts AS 41.17.400(d) to significantly expand the Tanana Valley State Forest boundaries by adding 219 detailed parcel descriptions across multiple townships and ranges in the Fairbanks Meridian and Copper River Meridian areas

Excludes specific existing land designations from the expansion, including Fort Wainwright Military Reservation, Fort Greely Military Reservation, various USS (U.S. Survey) parcels, ASLS (Alaska State Land Survey) tracts, and lands held by other entities

Clarifies that "section" or "sections" in the parcel descriptions refers to both surveyed sections and unsurveyed protracted sections

Authorizes the Department of Natural Resources to adopt implementing regulations immediately upon the bill's passage

Takes effect July 1, 2025, with the regulatory transition provision taking effect immediately upon signing
