Renames Alaska's "general relief" program to "general relief and burial assistance" throughout state statutes to clarify that the program covers both living assistance and burial expenses

Expands the definition of "assistance" to explicitly include assisted living facility expenses and funeral costs, while removing shelter and utilities from the subsistence category

Maintains eligibility for individuals denied federal Medicaid or other public assistance solely because permanent fund dividends or longevity bonuses are counted as income, allowing up to 4 months of state-funded assistance at equivalent benefit levels

Assigns administration of the general relief and burial assistance program to the Department of Health
