Authorizes the governor to remove commissioners for cause, including incompetence, neglect of duty, misconduct, or actions that undermine the commission's work, with at least 10 days' notice and opportunity for a public hearing

Changes annual reporting requirements to require the commission to produce a report by November 15 each year, made available electronically rather than through physical copies

Expands the definition of "employer" by removing exemptions for charitable, educational, and religious associations or corporations, while creating a new affirmative defense for religious organizations hiring employees for ecclesiastical, spiritual, or religious activities

Renames local human rights commissions to local civil rights commissions throughout Alaska statutes
