Upgrades criminally negligent homicide from a class B felony to a class A felony when the driver knowingly fails to stop and render reasonable assistance after causing a fatal motor vehicle accident

Applies the same felony upgrade to criminally negligent homicide of an unborn child under the same hit-and-run circumstances

Establishes a presumptive sentencing range of 4 to 7 years for first-time offenders convicted of the upgraded class A felony charge

Requires consecutive sentencing for additional crimes related to failure to stop (AS 28.35.050) or failure to render assistance (AS 28.35.060) when convicted of the upgraded homicide offense

Takes effect July 1, 2026, and applies only to offenses committed on or after that date
