Adds "sexual orientation or gender identity" to the list of protected characteristics under Alaska's hate crime sentencing aggravator, which allows courts to impose sentences above the presumptive range when a defendant knowingly targeted a victim based on these characteristics

Expands the existing aggravating factor in AS 12.55.155(c)(22), which already includes race, sex, color, creed, physical or mental disability, ancestry, and national origin

Applies only to offenses committed on or after the effective date of the Act
