Applies to licenses for barbering, hairdressing, manicuring, esthetics, as well as schools teaching these professions

Manicuring school licenses require board-approved 12-hour curriculum covering health, safety, and hygiene; schools cannot require more than 12 hours for certification purposes

Takes effect immediately upon passage
