Creates a grant program for nongovernmental organizations, political subdivisions, and tribal governments to build, repair, upgrade, or improve capital assets and infrastructure in response to climate change

Requires grant applicants to demonstrate climate change risk, maintain adequate property loss insurance, and have a preventive maintenance plan for funded projects

Prioritizes grants based on protection of public health, climate change resiliency, and mitigation of environmental damage and loss of life and property from adverse weather events
