District correspondence study programs must maintain student assessment participation rates that meet or exceed the overall district student assessment participation rate for statewide assessments required under AS 14.03.123(f)

The commissioner shall withhold state aid payments from district correspondence programs that fail to meet the participation rate requirement until they come into compliance

Participation rates are calculated by dividing the number of students who took the assessment by the number of students enrolled in tested grades on the first day of assessment administration

"District correspondence program" includes any district offering a statewide correspondence study program
