Amends Alaska's general statutory definition of "person" to include "a human entity that has the moral right of self-determination" and explicitly excludes environmental elements, artificial intelligence, animals, and inanimate objects

Modifies the criminal law definition of "person" with the same language, adding the self-determination clause and exclusions for AI, animals, environmental elements, and inanimate objects

Creates a new statutory definition of "life" as the property distinguishing a living human organism from dead organisms or inanimate matter, characterized by metabolism, growth, reproduction, response to stimuli, or environmental adaptation originating within the organism

Applies only to criminal offenses committed on or after the effective date of July 1, 2026
